CAP has developed a national reputation as an effective mobilizer of federal, state, local and private resources that otherwise would not be available for anti-poverty efforts in central Wisconsin. Over 40% of CAP's annual budget is from private (non-governmental) sources. These resources allow CAP to fulfill its mission of helping low-income people obtain the necessary tools to solve their own problems.

CAP mobilizes funds both on behalf of programs or initiatives it operates and on behalf of local collaborations in which it participates.
