One of the major challenges facing low- and moderate-income households in central Wisconsin is the lack of adequate and affordable housing. The vacancy rate in three of the five counties served by CAP, Marquette, Waupaca and Waushara, is less than two percent, and the rate of substandard housing in four of the counties, Marquette, Portage, Waupaca and Waushara, is higher than the state average rate.



CAP offers several housing programs to address these problems.

Rental Housing: CAP owns and offers 422 units of affordable rental housing to low-income individuals in Adams, Marquette, Outagamie, Portage, Waupaca, Waushara and Wood counties. These consist of 242 units of senior housing, 64 of special needs housing, 106 of family housing, and 10 units of transitional housing for victims of domestic abuse.

Home Buyer's Assistance: Since 1991, CAP's First Time HomeBuyers' Assistance Project has helped 976 low- and moderate-income households buy their first home with downpayment, closing cost and rehabilitation assistance.

Rehabilitation: CAP Services administers 11 Community Development Block Grant housing rehabilitation programs in five counties and has helped more than 5,000 low-income households rehabilitate their homes since 1982.

Weatherization: CAP has weatherized over 9,000 housing units since 1975. There is no charge for the program to low-income homeowners (incomes at or below 150% of federal poverty guidelines). The program is available to low-income renters if their landlords pay 15% of the cost. Homeowners with incomes between 150% and 200% of the federal guidelines may qualify for the Wisconsin Target Home weatherization program that offers a 90% grant and 10% loan.

Student-built houses (Fresh Start): Each year CAP sponsors a student-built house through the Fresh Start program in Waushara County and through the Stevens Point Area Senior High School in Portage County. The houses are sold to low- and moderate-income families.
