Fresh Start provides at-risk youth ages 16-24 an opportunity to work toward their high school equivalency diploma,
pursue post-secondary educational opportunities, and develop workplace and life skills
while they build affordable housing for low-income families.
CAP began offering Fresh Start in 1999 in response to a need expressed by low-income individuals
and community organizations in Waushara County for an employment-based youth intervention program.
Participants divide their day between classroom studies and building a single-family houses under the guidance of a housing professional.
In 2007, basic welding and entrepreneurial training were added to program services.
