CAP Services has been on the front-line of the war on poverty since 1966.
As a private non-profit corporation,
CAP offers programs in Marquette, Outagamie, Portage, Waupaca, and Waushara counties.
CAP Services is headquartered in Stevens Point, Wisconsin with offices in each of the five counties it serves.
Nearly three dozen programs are offered by CAP through four departments to help people attain economic and
emotional self-sufficiency.
Among them are:
HUMAN DEVELOPMENT
Skills Training
CAP's Skills Enhancement Program helps working, low-income individuals acquire the skills needed to compete for higher
paying jobs by assisting them with tuition, books, and transportation and child care costs related to training.
Since 1991 graduates have increased their annual earned income by an average increase of just over $10,000.
In 2007, 59 increased their income by an average of $11,458.
Crisis Intervention
The agency provides shelter and transitional living services to domestic violence victims,
shelter to runaway youth and a variety of advocacy and supportive services to both domestic violence victims
and victims of sexual assault.
HOUSING 
HomeBuyers Assistance
Since 1991, 976 low-income families have purchased their first home through
CAP's First Time HomeBuyers Assistance Program. In 2007, 36 families were assisted.
Weatherization
More than 9,092 owner occupied and rental homes have been weatherized and rehabiliatated since 1975 through CAP's Weatherization program, saving low-income homeowners and renters more than $2 million
a year in energy costs. In 2007, 311 units were weatherized.
Special Needs Housing
CAP has developed 64 units of scattered-site, low-density,
residential neighborhood housing for persons with disabilities. This Special Needs Housing
Project received the Governor's Award as Outstanding Community Action Program in 2002 and
has been twice recognized by the Wisconsin Council on Developmental Disabilities.
BUSINESS DEVELOPMENT
Business Development
CAP has facilitated 271 business starts creating 543 living-wage jobs since 1988 and
operates incubators in four communities.
EARLY CHILDHOOD DEVELOPMENT
Early Childhood Development
CAP's Head Start and child care progams serve 368 children annually
through seven centers in four counties with comprehensive family and child development services.
