CAP's FRESH START PROGRAM
CAP's Fresh Start Program enrolls young people aged 16-24, most in need of a high school diploma or managing other issues (AODA, mental health, behavioral, employment skills). These young people spend part of the day in academic and community service activities, and part of the day constructing a new home for purchase by a low- to-moderate income household. They learn soft workforce skills as well as get exposed to a number of career options. For more information, contact:

CAP currently has homes in Wautoma for sale, completed by Fresh Start crews. Homes are also under construction in Waupaca. Homebuyers must have annual household incomes at or below 80% of the county's median income.

EASTGATE ESTATES
CAP was approached by the City of Waupaca for development of one of its TIF districts. CAP matched this with its goal of access to affordable housing and agreed to develop a subdivision on the City's east side. Approximately one third of the lots will result in affordable housing. CAP's Fresh Start Program will develop some of that housing for households whose income is 80% CMI or below. NEIGHBORHOOD STABILIZATION PROGRAM
CAP Services received funding from the Wisconsin Department of Administration to purchase foreclosed properties, completely rehab them and sell at affordable prices. Our goal is to provide maintenance free and evergy efficient homes for eligible buyers. These home are excellent value for the dollars.
CAP can provide down payment assistance to qualified buyers as a 30 year deferred loan. That means no repayment is required for 30 years or until you sell your home, it is no longer your primary residence, you transfer title or pay off your primary mortgage.
A potential buyer must meet the following requirements:
• The home must be your primary residence
• You must complete 8 hours of HUD home buyer counseling
• You must qualify for a fixed rate mortgage loan
• You must obtain a pre-qualification from a local lender before viewing any home
• You don't have to be a first time home buyer unless you need down payment assistance
• If no down payment is needed, your income can be 120% of County Median
